Only noticed it 2-3 months ago. Is it a type of fungus and what may be the treatment?

Hard to say if it is or not.
Best thing is to try an ant-fungal cream for a week and see what happens.
If it is still there, it is probably not so get to someone to get a proper diagnosis if it is bothering you.
