why do my sons legs angle outward at the knees and his feet angle inward?

There are a number of bones and joints between the end of the foot and the knee. There could be a deviation in any one of those bones and joints that can cause this. There is also a number of reasons for those deviations.
The only way to really work this out is with a proper assessment. I suggest you consult a pediatric orthopedist.
