Can a foam rolling or self massage help plantar fasciitis? My physical therapist said no.

Yes it can help just like rubbing anything that hurts is helped by rubbing it. The foam roller will probably make it feel better.
The only problem is, and this might be what your physical therapist is getting at, is that while it might help with the pain in the short term, it might not fix it.
There is no harm in trying it and seeing how it feels.
