Can PT heal a slight tear in retinaculum?

It has been diagnosed that I have a "slight tear" in the retinaculum in my right ankle. I tripped and fell 8 months ago, and my tendon has been subluxing, off and on, since then. The Dr. wants me to try PT first. I have read that hardly ever works, and surgery is needed.

I would rather not waste even more time with PT, if it is just going to end up needing surgery, anyway. I would appreciate your thoughts, please. Thank you for your time. Jan.
